V.A.T.S. was developed by Vault-Tec as part of their pre-war survival technologies in the Fallout universe, allowing users to pause combat and target specific body parts. V.A.T.S. pauses the action, letting you target specific body parts: head (critical damage), torso (standard damage), arms (disarm or reduce accuracy), or legs (cripple movement).
